A Texarkana Texas police sergeant will be the new chief of police in DeKalb. When Christopher Phelps, a 25 year veteran of TTPD takes over the department on August 1st one of his first duties will be to hire more officers. Former Chief Chris Atkinson and Lt. Alexander Norman resigned three weeks ago, leaving the city with only two officers. DeKalb Mayor Lowell Walker says the city budgets to employ six in the department.
